You find it at Admin > Policy > Summary. It has two sections:
Account issues for problems affecting the whole account
Ads and Asset group issues for single ads and asset groups with violations, including their eligibility status and options to address or dismiss them
You can sort the issues by cost, conversions or ROAS, so you can fix the costly ones first.
The old Policy Manager is still there under Tools > Troubleshooting. An earlier test suggested it would be replaced, but for now both exist side by side.
