The plus subscribers get GPT-4 access with a usage cap. OpenAI can adjust that usage cap because it will monitor the use and feel it can handle.
Version 4 has greater accuracy, broader general knowledge, and more advanced reasoning. Bing has already confirmed that they are running on GPT-4.
